It is not possible to create multiple campaigns at the same time but it is possible to clone campaigns as well as batch editing specific fields of existing campaigns at the same time, like status, budgets and bid.
When you are cloning a campaign, the targeting option following the new campaign (bids, sources, url's) so you don't need losing time adding those afterwards. Just select the campaign you want to clone, change the name and click Create Campaign.
